On PC VSync can introduce latency, but VSync is force enabled on Android and disabling this may break stuff. I personally tested the input lag with a video cam with Snes9x EX+ and retroarch, retroarch as few ms more lag than Snes9x EX+, because retroarch has to convert everything for android in real time instead of working natively like Snes9x EX+. Scaling the display at non-integer values introduces latency. you wont get any better input lag with retroarch, the input lag is caused by the android and bluetooth controller stack.
